The indictment alleges that the pair conspired to steal trade secrets from two companies and created a new firm to create and sell products derived from the stolen trade secrets. The charges also allege that Lee and Ge attempted to obtain funds for their new company from the government of China, in particular China\u2019s General Armaments Division and China\u2019s 863 Program, otherwise known as the National High Technology Research and Development Program of China.
